1978 - 1987 ~ Director FBI

In considering that confirmation, it's particularly worthwhile to note the activities of long-term Senate Judiciary member Birch Bayh, the only living senator to have authored two amendments to the US constitution [#25 and #26] and who in May 1978 was appointed tohead the Senate Select Committee on Intelligence, which also had oversight into the FBI's intelligence-agency activities and input into the suitability of Director Webster- who would also later take over as CIA Director.

In May 1978 the Senate was holding closed-door hearings into activities by the US DEA to assassinate foreign leaders who were believed to be involved in the multibillion dollar business of narcotics trafficking into the USA, including Panama's Omar Torrijos Herrerra and his Customs and Intelligence chief, Manuel *Noryago* [as incorrectly spelled in the DEA's *DeFeo Report*] Since the then as-yet unimplemented Panama Canal treaties were also a major matter of foreign policy consideration, and would be in part responsible for the voter backlash that would offer the results of the Reagan Landslide two years later, those considerations resulted not only in the disapproval of the DEA plans [though since Noriega was also on the CIA payroll, it came as no surprise when Torrijos died in a suspicious plane crash, elevating Noriega to the top job after the signatures were dry on that canal treaty which would prove to be such a convenience to the Communist Chinese....] but also in the career destruction and removal of several DEA personnel, including longtime spook and DEA Special Operations Group leader Lou Coneien.

And at the time of the Senate hearings for Webster's confirmation and those ongoing hearings into DEA-SOG, the DeFeo Report, Operation Watch Tower, and the Panama-based US Army's 470th Military Intelligence Group's wiretap of Noriega's phones, in which the NSA tape-recorded discussions negotiating the price for US congressmen's support for the treaties with several US congressmen [the CANTON SONG or *singing sergeants* investigations] and copies of the recordings were resold back to Noriega by Noncommissioned officers of the unit involved, who NSA Director Lew Allen wanted to see prosecuted for espionage] Senator Bayh had a few other little problems of his own to be worried about in that timeframe, which had begun in mid-February of 1978 and continued into May 3rd 1978 when her body was found.
