I am afraid I am not in the best position to comment on your Siday. I have been out of touch of the trends in literature and literary criticism for long. I also do not know the expectations and criteria set by the contest organizers. In a sense, I am in the blank.

As I have mentioned in my Internet item about Waray poetry, I go for the basic dual functions of poetry: to delight and to instruct. Don Jaime de Veyra earned the perception that he gave encouragement to the anti-American resistance of the Pulahanes through his newspaper articles that campaigned for reforms in the Constabulary because of their known abuses. When it became the Pulahanes' turn to display their brand of excesses against the population, de Veyra tasked himself as governor of Leyte to pacify them and convince them about the futility of further struggle. He later served as Leyte representative in the Philippine Assembly, but apparently left politics early on when this also started to display its own excesses.

There is no contradiction between Agoncillo's view and mine. We were referring to different facets of the same person.
