Still the best edition that I've seen. J. N. Sevenster's Paul and Seneca, Brill, 1961 -- The first chapter is a discussion of whether there is any historical evidence that Paul and Seneca knew each other. If you read Italian, you can look for Laura Bocciolini Palagi's book, and there's also a short essay on rhetoric and Paul that centers on these letters in The Future of Early Christianity, an essay collection edited by Birger Pearson. Oh, and you could look at the translation of the text in Schneemelcher's New Testament Apocrypha vol. 2. Good luck!
